OPSEC - Navy Operations Security
Always keep Navy Operations Security in mind. In the Navy, it's essential to remember that "loose lips sink ships." OPSEC is everyone's responsibility.
DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.

BAH for unmarried sailors?
Sorry for double posting, but this wasn't getting any hits in the Jax group:
Hey everyone, hoping that someone might be able to answer this once and for all. My boyfriend is at NAS Jacksonville and I'm trying to figure out a way to move down there with him, but we're not entirely sure how housing works for those in our situation. We want to wait a few years to get married, so obviously we can't live on base together. At first, the impression I got just from browsing around here was that he couldn't live off base at all until he makes E4. However, he says there's a guy in his squadron who is E2 and has an apartment with his girlfriend, so we could live together but he wouldn't recieve any BAH until we got married or he made 3rd class. BUT, the DOD website's BAH calculator lists an allowance for E2's in Jacksonville, without dependents. Does anyone know exactly how this works?

It would be very unusual for an unmarried Sailor with a rate of less than E-4 (E-5 on some bases) to be permitted to live off base. If there was an overcrowding issue, some might have to do so and thus the need for that in the BAH calculator.

I'm betting the E-2 is not getting BAH, that he and the GF are paying rent out of pocket. That E-2 probably has a barracks room somewhere and his roommates are probably pretty thankful he's a "ghost" roommate. Only needs to make sure his part of the room is ready for inspection. I've had more than one ghost roomie in the Navy. Really, except for training commands, they don't often do bedchecks and curfews.
There are instances where the barracks are full and the junior sailors get BAH, but it is quite unusual.
If he's in one of the nice new barracks which are more like suites and the Navy takes BAH for them.... well, then they can get into hot water for not using the room when others are on a wait list to get in. I don't know if Jax has those types of accommodations though. I think not at this time.

My nephew wasn't eligible for BAH as a single sailor until he made E-5.

I never considered the overcrowding issue, but that makes sense. Okay, so that brings me to question number two: assuming I counted correctly, he should be eligible for E4 (and therefore, BAH) in Feb. 2014, but based on the information we have now, he'll be on deployment then. Could he be promoted while he was on a carrier, or would it have to wait until he got home?

Sailors have to test for E-4 In either March or September unless they are in a rating with "push-button" E-4. What is his rating (job)? Yes, there, are ways to be advanced in rate while deployed.

He's an AD. I'd heard something about testing for E4, but I didn't realize they only did it twice a year...

Yep, that's how it is. There are also quotas for the ratings of how many can advance based on the vacancies, so some who pass the examination may not advance.
Also, although they test in March, the results come out near the end of May. For the Fall cycle, I think results come out in November.
They also have to get approved to live off base and sometimes the place has to be approved. I know when my Sailor made E-4 that he wasn't able to move off base until January.
I think that an AD does have to take the exam. Those with "push button" E-4 within their contracts are Divefarer Program Enlistees, Aircrew Rescue Swimmer Program Enlistees, Advanced Electronic Field (AEF), Advanced Technical Field (ATF) and Nuclear Field (NF).

Oh goodness, I never expected just getting an apartment to be so complicated. Sounds like we may have to get a little creative in paying rent for a year or two, but I think it'll be doable. Thanks so much, everyone.

It would be rather simple if you two decided to marry. I understand you may not be ready, but if you move to where he is, explore the pre-marital services offered on base, classes, counseling and so on. As a finance, you and he could attend these together to see if marriage is a viable option sooner instead of later.

We have talked about it a few times - as of right now we're planning to wait until he gets back from deployment, but I'll definitely look into the things you mentioned. I never thought about the Navy offering things like that, but it's great that they do. Do you know where I could find more info?

I'd have to do some googling for links and phone numbers; but you can start with the base chaplains, even if you are not religious. They can steer you in the right direction for starters. He'd need to be there for Fleet and Family Services, but you can look them up online (specifically for Jax) and see what they offer.
If you can't find the numbers, I can give it a shot.
