Bedside Travel Program for Family Members of Very
Seriously Ill/Injured (VSI) or Seriously Ill/Injured (SI) Sailors
Purpose
The Navy Bedside Travel Program serves those Sailors and their families when immediate movement of the family to the bedside of a Sailor is warranted.

When is Bedside Travel authorized?
Bedside Travel is authorized whenever a Sailor is hospitalized in a medical treatment facility and a military physician determines that the presence of family is warranted. The Sailor’s status must be listed as:
• Seriously ill/injured (SI);
Yes. In the event that a family member needs money during the first 10 days of their stay, a one-time travel advance can be authorized. The maximum amount that can be advanced will be listed on the front of the travel orders. This advance is not a grant and must be paid back. When the traveler liquidates their travel claim, the amount of the advance will be deducted from payment to the traveler. Be sure to tell the Personnel Support Detachment member about this advance so it can be liquidated properly and to avoid an overpayment status.
• Death imminent; or
• If serving in-theater, non-seriously ill/injured (NSI) but only if a military physician deems beside is warranted

What allowances are provided?
One-time, round-trip transportation and per diem for up to three family members to the bedside of an ill/injured Sailor. Costs covered include:
• Roundtrip transportation from place of residence
• Lodging
• Meals and incidentals (e.g. long term airport parking, hotel sales and room taxes)

Navy Casualty Assistance personnel will contact the family and make the necessary transportation arrangements to bedside.
Note: Reimbursement is provided to travelers who choose to make their own arrangements and travel at their own expense.

How long are benefits provided?
Benefits continue as long as the Sailor’s status remains SI, VSI, death imminent, or NSI while in-theater, as determined by a military medical physician. Once Sailor’s status is upgraded, per diem will be discontinued.

Will the Bedside Travel program pay for multiple trips?
No. Round trip transportation is only paid once per injury/illness. Therefore, if the traveler decides to return home and come back at a later time, they will have to pay for the second trip.

How is payment made to the traveler?
A travel claim must be completed and submitted for liquidation to the local Personnel Support Office. Travel claims may be liquidated every ten days while traveler is at bedside. The local Safe Harbor representative will be glad to assist you in completing travel claim and will direct you to the local Personnel Support Office for liquidation.

Upon completion of travel, it is suggested that the traveler complete and submit their final travel claim prior to departure. This will greatly enhance accuracy and the timely payment of claim to the traveler.

Can a travel advance be requested by the family?
• Very seriously ill/injured (VSI);

The Crisis - It's 3 a.m. and the phone rings. Still more asleep than awake, you pick up the receiver and groggily answer. No one calls this time of night, you think.

BAM! - You're suddenly wide-awake. Your husband was in a training accident in another state and is in critical condition, the voice on the line tells you. Your presence is needed — now.

In the maelstrom that follows, you realize that the rent is due today, the refrigerator's empty, and your car is in the shop, ready to be picked up. The children need school supplies for the first day of school tomorrow and your credit cards are tapped out. Now this. You have to get to your husband, but you don't have the money. Your budget is tight as it is, and handling an emergency plane ticket, lodging, and food to be at your husband's bedside, where he needs you, is out of the question.

JFTR - Except that it's not. Under a program outlined in the Joint Federal Travel Regulations, the service member's command can authorize payment of your travel expenses to the hospital bedside if an accident or serious illness occurs.

You must get approval from the Department of the Navy (Commander Navy Personnel Command (PERS-N135)) for Sailors or from Headquarters Marine Corps (Code MRC) for Marines prior to receiving orders. After normal working hours, the Headquarters Marine Corps Casualty Duty Officer can provide approval for Marine Corps family members. The Navy Casualty Assistance Branch can assist after hours for Sailors.

Life and Death Matter - Travel to the bedside of a very seriously ill (VSI) Sailor or Marine will be provided for up to two family members. According to the Marine Corps Casualty Procedures Manual (MCO P3040.4D) the definition of a VSI service member is a person whose illness or injury is classified by medical authority to be of such severity that life is imminently endangered. The attending physician and the director of the medical facility must agree that the presence of the family member is medically warranted for the health and welfare of the Sailor or Marine before travel will be authorized.

Payment will be made for transportation only to and from the bedside. Per diem (food and lodging reimbursement) is not authorized. Reimbursement for privately owned vehicle travel is authorized upon completion of travel for the driver only. Reimbursement for the cost of personally procured commercial transportation may not exceed the cost of government procured transportation.

I read over this a couple of time. I wonder if this is 2 different programs. I have to say I think mine is more update since the information I posted is what was sent to me from Navy Safe Harbor. This is what they are doing for me. Also meals at a flat daily rate are given. Lodging is also give. Parking at a max. of 74.00. The program that was sent to me is also for 3 people. But since we are dealing with the goverment we just cant be sure of anything. I got may paperwork sent in yesterday and I will let everyone know how it goes.
