RMKS/1. THE PURPOSE OF THIS NAVADMIN IS TO PUBLISH THE REVISED
ACTIVE DUTY MILITARY SERVICE REQUIREMENTS (MSR) FOR NROTC NAVY
OPTION SCHOLARSHIP RECIPIENTS.
2. REF A, SECTION 2005(B), AUTHORIZES SECNAV TO DETERMINE THE
PERIOD OF ACTIVE DUTY TO BE SERVED BY ANY PERSON RECEIVING ADVANCED
EDUCATIONAL ASSISTANCE FROM THE NAVY. REF A, SECTIONS 2005, 2104
AND 2107, STATE THAT A MEMBER MUST SERVE ON ACTIVE DUTY FOR A
PRESCRIBED PERIOD OF TIME. HISTORICALLY, THE ACTIVE DUTY MSR FOR
THIS PROGRAM HAS BEEN 4 YEARS AS OUTLINED IN REF A AND REF C.
3. IN ACCORDANCE WITH THE AUTHORITY DELEGATED TO SECNAV IN REF A,
SECTION 2005(B), REF B REVISES THE MSR REQUIREMENT, INCREASING THE
ACTIVE DUTY MSR TO 5 YEARS FOR ALL NROTC NAVY OPTION SCHOLARSHIP
RECIPIENTS WHO SIGN AN NROTC CONTRACT FOR RECEIPT OF ADVANCED
EDUCATIONAL ASSISTANCE ON OR AFTER 1 JULY 2010.
4. THIS CHANGE IN MSR IS NOT APPLICABLE TO NAVY NURSE OPTION
CANDIDATES, NAVY COLLEGE PROGRAM ADVANCED STANDING CANDIDATES,
MARINE OPTION CANDIDATES, MARINE ENLISTED COMMISSIONING EDUCATION
PROGRAM (MECEP), OR SEAMAN-TO-ADMIRAL (STA)-21 CANDIDATES.

It looks like this will NOT apply to this year's freshman. Point three states: INCREASING THE
ACTIVE DUTY MSR TO 5 YEARS FOR ALL NROTC NAVY OPTION SCHOLARSHIP
RECIPIENTS WHO SIGN AN NROTC CONTRACT FOR RECEIPT OF ADVANCED
EDUCATIONAL ASSISTANCE ON OR AFTER 1 JULY 2010.

That's the way I read it, but the communication that my MID received from his unit said that it applied to freshman and anyone who receives a 'side-load' scholarship after July 2010. Hmmm...

This link says that the commitment for Freshman entering after July 2010 will be 5 years active duty. The way it is written it appears as if this is a change. Take a look.

Here's the wording from the link "Navy Option midshipmen (does not include Nurses or Marines) starting their freshman year of college in the Fall of 2010 or later will be required to serve a minimum of five years of active military service. Additional requirements may be required for specific job assignments."

Based on this part of the above REVISES THE MSR REQUIREMENT, INCREASING THE

......

if you sign on or after July 1, 2010 you will owe 5 years of service so any of our children that have already signed their NROTC contracts would owe 4 years of active duty. That's how I read it after about 3 times through (it would be nice it they spoke in English- geesh).

So is is the contract they are talking about the one they sign on the 1st day of sophomore year or did the 4/Cs already sign something?

The 4C's signed a bunch of paperwork during O-Week or right after they got back. Usually includes their Oath of Office, Bank Account Stuff, Etc. Etc.

I know that after 1st day of sophomore year they are committed to having to repay the Navy if they leave the program but the paperwork is already signed previously. :)

I think even those students who start NROTC and haven't picked up the scholarship yet, but hope to pick it up midway through the first year or for the following year, as long as they sign their contract before the July date, should only have the 4 year MSR. They only sign one actual contract when they get the scholarship. My son picked up the scholarship part way through his freshman year and signed that contract in his winter quarter. The rest of the 4/C mids had already signed their contract.

my son was too late to get the NROTC scholarship for his freshman year so I thought he had to wait until his sophmore year to apply again. He is in the unit but not on scholarship, Pattie H's son got it halfway through freshman year? that is good news, I will have my son look into it. some advice on trying to understand Navy lingo... watch a few episodes of NCIS and you can pick up on some of the basics :)

Hi Mary-

My daughter also got one of the 3 1/2 yr scholarships her freshman year. They are some type of leadership scholarship that they get put in for through the NROTC Unit. I think each unit is limited to one or two per year. :):) It was very good news when we found out last January from our daughter!
