Can anybody tell me what an Honorary Recruit is and what does it mean?

I think you mean Honor Recruit. My son was the honor recruit for his division. Here's what it means...
There's about 80 recruits per division, in each division the recruits vote for a sailor that stands out. This selection is based on several different areas of individual performances of duty. The family of the honor recruit will receive a letter of congratulations informing them that their sailor has been selected. (I got mine the Monday before graduation) At graduation the honor recruits (one from each division) come forward to be recognized. At the end of the ceremony the honor recruit and their family are invited to a cake reception where they receive an Letter of Congratulations, a commemorative coin. Oh and I forgot, before the graduation ceremony it is the honor recruits that stand at the division signs on the floor of the drill hall. It is all very exciting!!!
