Our sailor had two little brothers at his PIR, the youngest being three at the time. We did not sit in the regular stands, we went upstairs where it is like a balcony. There were not as many people up there and he pretty much hung upside down on a handrailing during the ceremony. :) There is a lot to watch and it's not really super long, so it is doable. Just do whatever keeps him/her busy, bring snacks, crayons, etc. There is a souvenir table so you can buy him/her a little child's sailor hat…

There were a few crying toddlers at one part of my son's OCS ceremony - inside a chapel, each Candidate walks up to be congratulated by an admiral, handed his certificate and a swearing-in with his class - all very solemn. Parents with video cameras. The parents of the toddlers were smart enough to stand by the door and took the toddlers outside pronto as soon as they made a peep. Squeaky sounds you can not erase - ugh!. I still get royally pissed when I hear the sound on the videos.
Hmmm.....I know I wouldn't take a 2 year-old to PIR. It's long, noisy and they can't run around if they get antsy. I wouldn't want to sit next to a 2 year-old either. But that's just me.
What's with "insisting"? Just tell him it's not do-able and leave it at that.
