<p>His orders are issued, they won't be changed at this point to accompanied even if they marry now. Because he is not an E-4, he still would not be eligible to move a dependent to Hawaii. <p>Hawaii is considered OCONUS, outside the continental United States, which makes this complicated, as these are considered "overseas" orders. Sailors must be E-4 or above to qualify for command sponsorship for the dependent. That sponsorship is what pays for the travel, HHG shipment, and provides COLA (cost of living allowance) and BAH (housing allowance). Without command sponsorship, not only is the move out of pocket, but so is rent, utilities, etc. Also, non-sponsored dependents are on standby for medical and other services. They must go through overseas screening too.</p>
<p>The good news is when he makes E-4, if he is not one already from school, that he can put in a waiver asking for command sponsorship for her. This can take a few months to clear, but is often approved. If he is under E-4, he can try, but approval is unlikely. His new command might work with him before he is married, but probably will not. </p>
<p>Hawaii is the US, and she is free to move there, but it is crushingly expensive and the Navy will not help. I am not certain how the BAH would work, as every dependent qualifies for that, but I do know it gets complicated because of the sponsorship issue. </p>
<p>He needs to get a sponsor NOW (a more senior sailor who helps with transition and checking in, a mentor), and hopefully they can help him through the process.</p>
