My son is undesignated, and out in the fleet and wants desperately to get away from what he is currently doing. I'm trying to understand how it is supposed to happen, and how it happens in real life.
Right now he is in deck division, doing all the basic seamanship stuff, but he really wants out of that job area. He does NOT want to be a BM or any other deck-type job. If he stays on deck, he will be 4-and-out. If he gets into a job he wants, he will probably be a lifer. He was dropped from IT school with less than a day of work remaining (he ran out of time), so he already has almost all of the training necessary. He really, really wants another try for IT.
I know the official line on how it works - sailor gets an interview with a career councilor who will give him options: what schools are available, or he can get 100 OTJ training for a specific job he wants, then get a recommendation from a chief in that rating for school and do the workbooks.
But how does one go about getting 100 hours of OTJ training with a different division than he is assigned? I can't see deck division just letting a trained deckhand transfer to another division, and high security ratings, such as IT, can't just let any sailor in there to work on training. Where would he get those 100 hours?
So, for an undesignated sailor determined to get into a rating in an area other than where they assigned, in the real Navy, how do they do it?
And what happens if an undesignated sailor turns down all jobs offered, waiting for the job s/he wants?
My son still has a lot of time to do this. His one-year mark (one year on his ship) will be in September, and he wil be eligible for the E-4 exam in March 2012.
After being on board his command for 12 months he can request an "A" School, BUT he must be qualified and there must be in opening in the school. he requests a school by sitting with his COC and CCC after they talk and do some paper work the CCC puts in the request in a computer system. The system is open all month long, than the results come outt he start of the following month if he got the school he wanted. If he did, they talk to the detailer and work out what is good for the USN when he will go to school. If he didn't get the school he wants, he puts in another application.
If he just wants to take a test and not go to a school (not all rates require going to school) he again sits with his COC and CCC to see what he is qualifed for and also what is open for him to take an exam. After they talk his information is put into the same computer system as above, just a different section of it. The system is open all month long and results come out the start of the following month. If he is approved to take the test, a test is ordered for him and he takes the exam when he is scheduled to. If it isn't approved he puts in another application.
If he just sits around and waits for the rate he wants....than odds are really good that he will be leaving the USN. Might not even be by his choice. There is a program called PTS (Perform to Serve) where every Sailor who is E6 and below with 14 years of less, MUST apply for to get approved for to reenlist in the USN. BUT someone can NOT reenlist as an UNDES
As far as getting transfered to another division, he needs to talk to his COC about doing that. If they say no, than he needs to work on his off time from deck division to get the OJT hours that he needs. HE needs to be motivated to work on his security clearnace and work withe people in the IT shop. (FYI...IT isn't such a high security rating, he can work in there at certain times that the people in the IT shop now and they also know how to handle people who are trying to get OJT training).
He should be talking NOW to the CCC about what he needs to do to get a school PLUS he really needs to understand there is a really good chance he will not go back to the IT school.
