Just wondering , if I am renting a car , what do I need to get on base for PIR> Do or will I need to bring my own insurance card info ?

You need the vehicle pass from http://www.bootcamp.navy.mil/upcoming_grads.asp and the rental agreement for the vehicle as well as ID for everyone in the vehicle.
The following is from the Family Guide at http://www.bootcamp.navy.mil/pdfs/FamilyGuide.pdf:
"If you will be driving a rental car the rental agreement and your driver’s license will suffice."
