Usually Emergency Leave is granted at the convenience of the command, and can be before imminent death of immediate family. That's parents, spouse, children and siblings, not grandparents, unless they raised him. Usually requires verification from the Red Cross. However, he can still ask, and use regular leave (there isn't much difference unless they're deployed or overseas). If he is in boot camp, no, he cannot take any type of leave.
