My son is an E2 and recently was assigned to a ship in Norfolk that is going into dry dock for 3 years. What do the Sailors do for the 3 years and where do they live?
There is often a barracks barge next to the vessel for those Sailors who are not eligible for BAH and some may live on the GW. There are still many things that have to be done even though the carrier is in dry dock undergoing refueling and complex overhaul (RCOH).
There is always a lot of work to do during dry dock, and the sailors do their portion of it. As a junior sailor, he will do some of the dirty work, but will still need a lot of guidance to learn his job. Also, there are still duty days, there is always training and more training (not just rate specific), and qualifications which do not require the ship to be at sea. Some sailors may be sent to additional schools in other locations. In some cases, sailors are attached temporarily to other commands or ships. He could end up on base security or a ship which is deploying. Hard to say.
