Welcome Phoenixmom, mother always and ReneeHum! Ombudsmen are the link between a command and a sailor’s family. Each command, not the base, will have one and the mostly function for communications during deployments. So for example if your Sailor is assigned to USS Kearsarge which has its home port in Norfolk, Virginia, you would find the ombudsman for the ship, not Naval Station Norfolk.
ReneeHum is right, your Sailor has to put you on the list. But you can go ahead and contact the ombudsman if you have a question or concern, just identify yourself and your relationship.
