When can he have car? What does he have to do to bring it on base?

For sailors that do NOT have a car when at Sub School &A School In Groton, what do most do for transportation to get around the area? Walk everywhere or are bikes common? Are busses or Uber readily available to perhaps visit town on weekends? Are electric scooters a good idea?
