Looking for information on Vehicle Passes for PIR day...

I briefly saw some information on vehicular passes for PIR day, but haven't been able to find it again.  Does anyone know about this?  Or did I dream it?  :)

    The link to the vehicle passes have not been posted yet. The link is located on the RTC website. When typing in your password make sure to type it in all CAPS or it won't work.
