My son just had PIR on 04/04. They Sailors are free for liberty after PIR, about 10:30 and have to be back on base by 8:00 pm. We did drive into Chicago and it was very "doable" if you are prepared for the traffic. A navigator & GPS are very helpful! Parking is very expensive in the city though so be careful. We left the city around 4, and were back near the base by 5 for a relaxed dinner. When we returned to the base, we were allowed to drive onto the base & browse at the NEX instead of just dropping him off at the gate.
I recommend you go to Sarge's meet & greet on Thursday evening. Lots of great information & fun.
Best wishes to you & your new Sailor.
