Yes, that is true. They are responsible for transportation from the airport to their new command, "A" School in this case. Often several Sailors arrive around the same time and share a shuttle or taxi. He should check at the USO at the airport because they can usually suggest the best options. Yes, someone can meet him at the airport there and then drop him off as long as he reports at the time on his orders. It's best for him to get to the new command well ahead of the time on his orders in case he has to go to a different place than he first thought to check in.
