I am at the same point you are right now, waiting at home until his classes are done and we can go to our permanent duty station.

I am sure there are a few ways to get anywhere in this military jungle but here are my experiences:
ID/Medical
Once you get the DEERs form, you can go to your nearest military installation to get your ID card and Deers straight. It was rather easy. Getting your military ID enrolls you in DEERS and gives you access to any military facility and for medical needs. Then you will want to enroll into Tricare. Just got to http://www.tricare.mil/. They have a process that walks you through what you might need.
The dental is another enrollment form you should receive with the other DEERs form. Dental will need to be paid via a check for the initial enrollment which was $32 or so and then it will start getting deducted.
Online Access
Then you will want to request a sign on for mypay.mil. This will give you access to several online services in regards to DEERs, Tricare and MyPay (his pay stubs)

FIRST- you must register your email address by faxing a request to 216-367-3549 and wait two-three days. You can wait for another form in the mail after you get your military id card but you do not have to wait if you can fax the request. They do not confirm the sign on is created. Just go back to the website and click on create an account. Using your husbands ss# and the password will be the last four of his ss#.
Then you will be able to use the same sign on for https://www.dmdc.osd.mil/appj/address/login/SelectLogin.do and sign on using your DFAS Account (myPay) and elect all of your DEERs info. Here you will be able to see you, your children and your husbands information as being in DEERs. You wont really do anything else at this site.
Everything else is done through Fleet and Family Support for help with moving and stuff like that.

When the military member adds the spouse to their page two, that is when they are enrolled in DEERS. The form is actually for the ID card. You have to be in DEERS to get the ID. It all works out though.
Technically, only the service member is suppoed to access mypay, says so right when you sign in. And we'd never do otherwise, would we?
Family services is great, but they aren't going to be the ones to arrange your move. PPO does that, personal property office, the one located at his current base. Indeed, they will only pack out ONE location. You're going to have to figure out how to juggle that.
You need to contact his new command and ask for a Welcome Aboard packet ASAP. It will have the numbers for every office you may need, and for the ombudsman. Yes, even shore commands have them to help out spouses. He can get you on the base housing list if he has his final orders (and if Bethesda has housing). The housing office often has useful local information on rentals, and how to make sure your lease has a military clause.
He can request DLA also, dislocation allowance. He needs to ask about getting that immediately, money used to offset the cost of the move.
I'd google the new base/new command, and start calling phone numbers. Someone will eventually get you talking to the correct people!
Most commands stop sending out welcome aboard packages, as everything can be found on line. The husband needs to get a hold of the command and ask for a sponsor. That person is there to assist with any questions he has about the new command.
Also for the move, he needs to go to a class with the PPO, than everything is done on line it is not longer set up by the PPO office. www.smartwebmove.navsup.navy.mil
i am in the process of my first move as well, it is very confusing.. your situation i a little differnt than mine since i am moving while my husband is in A school because he got his PCS orders

you will need to sign up on this website. make sure that everything is in your husbands name though.
once you sign up it takes up t 72 hours to get your PW.. i am still waiting on mine
Then look up the number for the PPO office in Bethesda, Maryland after you fill out everything on move.mil
Your husband will need to send them some paperwork and have a consoling with them.
If you have questions call the Personal Property Office, they will help you. Without them i would be lost!
Don't take everything i have said 100% because i am still in the process but i hope it helps you out!
