I have a VA loan, got a 15 year fixed rate. He should try for that if possible, instead of the 30 year. Run away from ANY variable rate. Actually, it is my husband's VA loan, I've never touched my eligibility. Haven't needed it.
When he goes in, they will tell him what they need. Usually proof of identity and income. They aren't supposed to factor in BAH, that's an allowance, not income. They will run a credit check. Every state has different laws, which is why it is hard to find the information inline unless you're searching state/county records.
Most VA loans do not require any money down, which makes them very attractive. He must be cautious, he only gets one VA loan. He can refinance it later, and if he sells the house, it must go to another VA loan holder or he loses his eligibility.
He's buying a house? I have some pretty strong opinions about buying a house at a duty station, unless he knows he's going to be there for more than a few years (getting out), or is doing something like buying the family home. You can't use a VA loan for a property which will be a rental property later, it must be for a primary residence only.

We have refinanced twice. The rates dropped even lower, but at this point, we're good. Really push for a 15 year fixed if he qualifies.
I am not experiences with the loan side of Veterans United but anyone there could tell you more details. But yes, you can refinance any conventional loan into a VA Loan. You can also refinance if you have a VA Loan if you later decide you would like to refinance. Your main concern in refinances is always that the appraisal comes back high enough to make refinancing worth your while.
