OPSEC - Navy Operations Security
Always keep Navy Operations Security in mind. In the Navy, it's essential to remember that "loose lips sink ships." OPSEC is everyone's responsibility.
DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.

School holds are normal SOP (standard operating procedure). According to the article there may be holds on PCS orders. MAY be. That's a worse case scenario, one the Navy will try to avoid. I thought since it was being talked about so much, I'd post what appears to be the source of the information.
I've waited for hardcopy orders, it happens.

Andrea, it would cost them more to send them home... they are still being paid and getting benefits, so they must do whatever work is required. The Navy doesn't hire janitors and painters and such, the sailors do the work. Someone needs to stand watch, all sailors have duty of some type. Plus, if orders come in and they have to go right now, they need to be on hand.
Without official confirmation, this type of discussion is pure rumor AKA scuttlebutt. If they're on hold, they are, but don't speculate too much. You'll just get crazy, and some people will take it as gospel and start screaming about the sky falling. Does no one any good at all. Just relax and watch for what is reality and what is not. All I've seen is "will be" on hold, not "has been" on hold.
That said, waiting for orders is quite the Navy tradition. I've yet to meet any sailor that didn't wait for orders at some point in their career. I have no clue why the paperwork is so convoluted, but it is much, much better than it used to be.

We only had a few held back when I went through. Still 9 isn't that many, about ten percent or less of a division.

Aviation rates have about the same chance for a ship (air squadron) or for shore duty as any other sailor.
I was on hold for school a lot myself in Great Lakes. That wqas 30 freakin' years ago, not much has changed. The schools get backed up for many reasons, but they have to keep the sailors on hand in case things begin to move. They go through some training beforehand, and they have to do all the chores and cleaning that a large base needs done while they are waiting. They also stand watch on their duty days. They usually don't get leave because school can class up at anytime. That, plus they probably don't have a lot of leave earned right out of boot camp. Leave accumulates at 2.5 days per month. Better to use it after A or C school!

The pay depends on where it is being deposited. Usually goes in and then the bank or CU has to clear the deposit. Ours (retired pay) is usually available by nine in the morning. I've never checked earlier than that!
