This is an email given to one of the moms from that group; she made a discussion for it. It was also posted on the RTC FB page at the time.
Ma'am,
Recruits graduating Dec. 17 & 22 will be granted leave and will be able to travel home. Those graduating Dec. 17 will have their leave expire on Dec. 28. Recruits graduating Dec. 22 will be granted leave that will expire Jan. 2. Recruits are responsible for paying their own way from RTC to their home and then pay for their way from home to their next command for A School. Once they are at their next command, they may request to be reimbursed for part of the travel costs.
Respectfully,
Recruit Training command

Traveling home the Sailors will be required to wear their uniforms because they have not phased in at A School. A letter will be given letting them know what is allowed and not allowed while on Leave. They cannot drive a car or consume alcoholic beverages while on Leave.

Here is a post be a member that concerned requesting leave from their A school command.
MY SR was told he will go straight to A school the day after PIR. I was also told the same thing when I called to inquire. I was told that they have to attend Indoctrination @ their A school before they can take leave. They will have accrued 5 days (2.5 days/mo) upon completion of boot camp. A school will approve/deny requests for leave. Since it will be during holiday stand down most will be approved, it just depends on what dates they are approved for. They can go 5 days "in the hole" for leave, but the rumor is that they are not allowed both holidays (Christmas and New Years), so they will probably get 1 or the other. Arrangements can not be made ahead of time because it all depends on what they are told after they arrive at their A school, each location can be different.
12/23/2011 – NO PIR
12/29/2011 – THURSDAY PIR
Here is what RTC released about the Holiday Leave period for this one PIR: (Note how specific it is)
Holiday Leave for Recruits graduating Dec. 29
by U.S. Navy Recruit Training Command on Thursday, November 3, 2011 at 1:50pm
Holiday leave for Training Group 6 (those graduating Dec. 29) will begin at 1600 (4 p.m.) Dec. 29 and expire at 2359 (11:59 p.m.) Jan. 8. All recruits will depart RTC that same day, whether they are staying at Great Lakes or going out of state for A School. Recruits graduating Dec. 29 will have three options following graduation:
1) Not request leave and go directly to their A School as planned, departing from RTC.
2) They may have someone pick them up and stay within 75 miles of the base. Airline tickets will be issued from Great Lakes to their next command where their A School is located. There will be no reimbursement for local transportation. So, if they go somewhere within 75 miles of the base, they must pay for their own transportation to return to Great Lakes.
3) They depart from RTC and go on leave out of the area. They will do so at their own expense. They are responsible for getting to their A School at their own expense. Once they are at A School, they can then file for a travel claim. They will only receive travel pay at the government rate for what the flight would have cost to ship them from Great Lakes to their A School. So, they are paying for their own flight home and will only receive reimbursement for the flight from home to their A School, and that reimbursement will only be equaled to the cost of what it would cost to fly from Great Lakes to their next command. Should a recruit not graduate for any reason, the command will not reimburse any travel costs. Recruits will be instructed and given the opportunity to purchase their own airline tickets if they choose to go home. Please coordinate/communicate with your recruit if you are going to be purchasing their airline tickets for them. They will instruct you where you will need to send their itineraries here at RTC.
