The Grad Pack that came with the Form Letter should have had some suggestions with contact information.  The Navy Gateway Inns & Suites is located on the main base, about 1.5 miles from RTC. Only those with military IDs can access the base to stay there.  http://dodlodging.net or 1-877-NavyBed (1-877-628-9233).

The Navy Lodge is located 1.9 miles off base from RTC and guests of graduation are allowed to stay there.  https://reservations.staydod.com/hotelSearch.do?action=View&pro... or 847-689-1485.  Neither of those has a shuttle, so you would need a rental car or take a taxi.

There are also hotels in Vernon Hills, Gurnee, and Waukegan.  Here are some (each is a clickable link): Ramada Inn WaukeganHotel Indigo-Vernon HillsHampton Inn in Libertyville, Residence Inn Waukegan, Red Carpet Inn in North Chicago, Hawthorn Suites by Wyndham at Wadsworth Waukegan, La Quinta Inn & Suites Chicago Gurnee... That should give you some places to try.  Like Denise said, check to see where others in your PIR Group are staying.
There are lots of places to eat in the area.  We went to The Silo for pizza and Olive Garden; and because my Sailor wanted it, McDonald's and Starbucks.  Some have recommended Trattoria Pomigliano in Libertyvillle for Italian; they give your Sailor anything on the menu free.  It all depends on what you and your Sailor are looking for.

Daughter graduated 4-13-12; we drove a rental car from KC, Mo. Stayed at the Days Inn on 41 Hwy (6 miles from the base). It was nice; restaurants mostly fast food near the base.  The good places to eat are in Gurnee (about 15-20 minutes from the base). We wish we had stayed in Gurnee instead.
