We stayed at the springhill suites in waukegan - no shuttle, but we had rented a car and it was not too far away for the PIR - the hotel is wonderful - everything you could ever want - very helpful also - we stayed for a few days and were able to spend time with our sailor - he had a long leave after the 29th and came home - we just took him to his A School - but to be sure springhill suites was awesome.

we flew into Midway - which was about 1 hour drive to Waukegan, but we were okay because we were excited for the PIR - we flew up the 28th and left the 31st - we paid $80 per night - also, it is a new hotel, and everyone there was wonderful - the Navy Lodge appeared older - we had clean rooms, no pets or smokers - it was like being in our own apartment - we had two queen beds and a sleeper - it has a GREAT shower - it also has microwave and small frige - lots of places to eat nearby - Dunkin Donuts close too!! and WalMArt - if you are planning to go to a meet and greet, w hich we did not do...the saloon is across the street -

I would suggest Southwest due to allowability of changing tickets and also most affordable - we were coming from Florida - it cost about $500 round trip for us - we did not want to chance driving up during winter, check into driving if it will be warmer when she graduates - as far as hotel we advised them that it would be a military discount so we got the $80 per night rate - we used enterprise which was right at the Midway airport - we just took the elevator up to the rental area after getting our bags...it was very easy to do - refundable tickets is important because if there is a delay in her graduation for any reason you do not want to be out so much money.
