If he is leaving for A school, he will NOT be allowed to bring a phone back to RTC after his daytime liberty. You will have to take the phone and get it to him at the airport before his departure.

ps - It is highly likely you will not have an SR on PIR weekend.
Yes, all recruits are SR (Seaman Recruit), but not all lose that with PIR. Some of the Sailors are still SR after PIR since SR is E-1 for those with a contract for S-PACT or ratings in the following areas administration, deck, technical, and weapons specialty. Many will still be E-1 for several months following PIR. See E-1, E-2, or E-3? How did that happen?.
After PIR many SRs will become AR, FR or CR. In total, an SR can become any of 12 different rates.
One thing to keep in mind, if he does not have orders for after A school, and it is not a long one, he should avoid a two year contract with any phone. Those who get orders overseas find their phones wither do not work there, or if they do, the international plans are extremely expensive. Why get a fancy phone just to suspend service on it for a few years? Just get something basic with refillable minutes and save the bells and whistles for when they know where they will be stationed.
Of course, this doesn't apply to everyone, but something to consider.
