My understanding is all medical issues if any are resolved legal paperwork done and sailor and or dependents are clear to travel basically
There is a thing called sea-shore flow. Used to be call sea duty-shore duty rotation. Most rates are assigned sea duty as a first tour. For HT, the sea duty is 54 months. That means they go to a ship or deployable unit for that length of time before they are eligible for shore duty. It does not mean they stay at sea all that time, just that their ship can be deployed.
Every sailor is screened before being assigned to sea duty, in case there is an issue which must be resolved. Dental work is the most common thing, but they also look to see if there are legal or financial issues, or if their dependents need special care. Usually no one even notices it being done, except for the quick medical check-ups. Even those may just be getting a box crossed off on a check out sheet.
Overseas commands require overseas screening. About the same, but they look at immigration status and the dependent s get a medical screening and background check.
