I am more familiar with Japan than Italy, but I do know a bit about command sponsorship. You cannot get a job unless you find "under the table" work for cash, very risky. I am not certain how long your tourist visa is good for, but once it runs out, you must leave the EU for a minimum of 30 days. I did work in a DoDD school on base in Yokosuka, yes, they do check for command sponsorship status, and if you do not have it, you must pay tuition for your child to attend the school. You are not even supposed to get base housing, COLA or OHA. I am not certain if you are eligible for a military flight back to the states, I do know you are not eligible for EML flights.
Yes, you would receive BAH and FSA if you return to the states.
I am sorry you were not told the truth about moving overseas.
If your sailor is an E-4 or above, he can apply for a waiver to get you command sponsorship, plus a waiver for four dependents instead of the three which are authorized. It can take a few months. They will not extend your visa while waiting for it to clear.
If your sailor is an E-3 or above, he is not authorized to have dependents overseas. He can try for a waiver.

To help I need to ask a couple questions:
1. Was your sailor under a waiver to join the Navy because of excess (four) dependents? or, did he marry you while on leave sometime after boot camp and prior to Naples?
2. Did anyone explain NAVPERS 1300-302 which says you cannot go overseas? or did anyone say that you have been approved for overseas screening? Did you medically cleared for overseas screening? Here is the rule: (read policy para #1)

3. The Navy is required to pay you BAH in the continental U.S., however, you need to show a rental agreement or sales agreement (if you purchased) if you live in high cost area to get the Cost of Living adjustment.
I did a little more research. Only command sponsored dependents qualify for Early Return, assuming you meant ERD.
Anti M - It seems like she flew to Naples are her own nickel (just guessing). I bet she will have to pay to fly herself and kids back. Luckily, she can take a Military Space Available flight back to the US for free (if available).
Living in Naples is not cheap, she needs to start checking the latest free flights back. Here is a link that she needs to starts looking at (and book mark).

Not only not cheap, but the Italian government is fairly strict about who can stay.

I feel pretty bad for you, getting into something where you weren't told how the Navy does it. Can you use Fleet and Family Services for someone to talk to? They usually are terrific people and may know of resources to help you out in your situation.
