There are a ton of locations for C schools for ETs. San Diego is a huge one, as is Virginia. I went to C school in Ft. Gordon, GA. I also went to other schools once I was in the fleet, from Mare Island (now closed), to San Diego, and even one in Atsugi, Japan when I was stationed in Yokosuka. Little four week course on micro-miniature repair. (2M is way cool). My husband went to one in Maryland when he was an ET, and also some of the same ones I did in CA, although at different times. That's why we ended up together, the Navy introduced us to each other when I took over his position! Whirlwind forbidden romance, but we've been married 30 years now.
"Anywhere" is a safe bet.
My son has been in Navy 3 years, & is currently on the USS Dewey DDG 105 as an ET.

Yes, that is completely normal. It is hard to pin down how long the hold may be. Just stay supportive, this is a test of patience. They'll be given some work to do, cleaning mostly, although there are other assignments. There's enough to do on base, MWR has good programs, and the gym is pretty good. There is not much they can do in the way of studying, although they can finish their advancement courses.
For ETs, they tend to go directly to a C school, as there are many options. FCs have fewer C schools, so the wait for those are longer. Now and then they'll send an FC directly to the fleet without a C school, but a quad zero FC doesn't do a ship much good. It isn't that there is not room in the fleet, there are no seats in the C schools.
My son graduates this coming Friday and mentioned a few weeks ago that word is there's a lot of sailors waiting around in AECF school for spots
