Sponsorship for what?  Bringing a dependent over?

Hi fellow Japan Moms!!!  I am new to this group, my son has been in Japan for about a month now.  He has also increased in rank since he's been there, he is now an E-4. Yaaayyy!!!  I have a question about sponsorship, how does it work and when should he start to apply???
