Rate is the same as rank for other branches (E-1 or SR, E-2 or SA, E-3 or SN). We seldom ask about rate. Rating is job or occupational specialty that one has a contract for, MA for my Sailor. After the Sailor completes "A" School, rate and rating go together to make the rate badge and then many simply refer to that as the rate, MASR, MASA, MASN and so on, for example, and that's where you are getting confused since you have been around those who have been in for awhile.

I'm starting to get nervous my son is leaving on the 17th your son my son should be in the same class. What day is the recuriter telling you he will graduate?
HI Michelle, I haven't really talked to the recruiter yet, but I plan to this week. My son goes to his last DEP meeting on Thur. My son always wants to handle things on his own. However, I'm getting kind of nervous too. Actually, I'm getting really excited for him as well. He's loved the military since he was a toddler so I think he's ready. I just hope I am :) I think we are going to be just fine. Imagine all the places they get to see and the things they get to do. So exciting!

The recruiter will not know the PIR (graduation) date until it is updated in the system after your then recruit arrives at the RTC and has been assigned a division.
Those arriving on 17 June will most likely have PIR on 08/15/2014 by counting 9 Fridays, but since that is a Tuesday some arriving on 17 June may have PIR the week before, 08/08/2014, if they fill a division from the week before. You just have to wait on the form letter to know for certain. See Arrival and What Happens at the RTC.
Thank you lemonelephant for the info regarding PIR. I'm nervous about getting all the hotel and flight arrangements in time. I've been reading everything I can about PIR.
My son is getting everything ready to leave. He wants to maintain a certain weight so I'm not even sure if he'll let me do a farewell dinner! LOL

Well, we're getting closer. My son is very excited and is counting down the days until he leaves. I'm excited for him. I am planning on meeting him a MEPS and make sure I get a picture of him swearing in. I didn't do that with my other son because I didn't know we could be with them. Thankfully, the other mom took some pictures and sent them to me.
