My sons chosen job is sub Missile tech. It was explained to me that by the end of his training (about 10 months worth) he would graduate as an E4 if all went as it was supposed to go. His first opportunity to rank up to E2 was to recruit someone which he did not do. His second chance to rank up to E2 was to pass his first physical which he missed the run time by 1 second so he did not rank up. (Thankfully he passed his next test on run time). Does this mean at the end of his training he can go as far as E2 or will there be other opportunities to rank up to E4 throughout boot camp and training time? Thanks for your time!

I asked my sailor about this. He is an MT at Groton, right now he's in BESS. He said your son will have chances to be promoted but, as my son said, "he has to be the best". He may not make E-4 by the end of training but he could continue to try once he's in the fleet.
On a side note, there aren't many MTs at Groton. My son refers to himself (and others refer to him) as a unicorn because there are few MTs. Because of that he really can't talk to instructors about his rate like the others can. Not a big deal, just a weirdness.
I looked at the Navy coolcard, it states that MT receive E-2 upon completion of boot camp. He just can't get a jump on it. Means waiting a little longer for time in rate before he can make E-3. E-4 is upon completion of A school, plus time in rate. Pushbutton crow. Not every rating offers it, but if it is on the official cool card, I assume that is the contract he signed.

Advancement. Enlistees enlist as E-1s (seaman recruits). Advancement to E-2 (seaman apprentice) will be made after successful completion of recruit training. Completion of all advancement-in-rate requirements (including minimum time-in-rate) must be completed prior to advancement to E-3 and E-4. Accelerated advancement to E-4 is authorized for all personnel after completion of the training pipeline, provided eligibility in the MT program is maintained.
Also, he's AEF, which means auto-advance to E2 upon completion of boot camp.

I'm not sure why he's worried, unless he wants a month jump on time in rate?
