OPSEC - Navy Operations Security

Always keep Navy Operations Security in mind.  In the Navy, it's essential to remember that "loose lips sink ships."  OPSEC is everyone's responsibility. 

DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.  

DO be smart, use your head, always think OPSEC when using texts, email, phone, and social media, and watch this video: "Importance of Navy OPSEC."

Good morning, everyone,

 

I was wondering if anyone can help me help my son with this.  His first station is in San Diego.  Unfortunately he was in a car accident, (thankfully there were no injuries) but his car is no longer driveable (we are currently waiting on the insurance company to see if it was totaled.)

 

He decided to purchase a new vehicle from a dealer in SD.  Since he is military, and his legal address is NY state, NY DMV said he can transfer the NY plates to his new vehicle.  He called the toll free number for  CA DMV and was told the same thing.  However, the dealer says that is not the case, and unless he takes delivery of the vehicle in NY he has to register the vehicle in CA.  I realize it is possible that the DMV misunderstood the question and may have thought he was asking about the vehicle he drove from NY, but I would like to know if the information he received from the dealer on the new vehicle is correct.  The dealer also said the his NY insurance policy would cover the new vehicle and was going to let my son drive the car off the lot virtually uninsured, so I'm not sure how reliable the information from the dealer on the registration actually is.

 

If anyone is familiar with the legalities of this, I would really appreciate the help.  Thank you so much.

Thank you for responding. We've heard this about almost every state. It seems as if CA doesn't allow this easily. According to the dealership, CA will allow military to keep their home state registration for a vehicle purchased prior to being stationed in CA. However, they told us once a new vehicle is purchased, it is not easily registered to their home state. The dealership told my son that he would have to drive the vehicle to NY in order for CA to allow this. Just crazy. Being a "mom" I was hoping to have verification of this law and so I would know that he wasn't taken advantage of. Have a wonderful day.

Thank you for responding. Did you and your husband purchase a new car in SD? It seems as if just about every state allows military to register a new vehicle purchase in their home state except CA. The dealer told us that cars purchased in CA must be registered in CA. We did check the DMV web site, and my son brought in a copy Sec. 12.025 which we felt proved that military was exempt from this requirement, but the dealer said that wasn't what it meant. I was hoping that someone else could confirm that the dealer is correct and we misinterpreted the section. Thank you again.
I can handle the paperwork to register in NY for my son and the dealer knew that.

The point is, that I wanted to try to find out if they really were telling him the truth and there was no way to register NY without physically driving the vehicle to NY. Different states have different laws and I just wanted to know if military personnel who purchased a vehicle in CA were able to register the vehicle in their home state at the time of purchase, but thank you for your help. Just trying to save him some time and money.
Thank you for replying. I am trying to save my son as much money as possible. As a courtesy to the military, my insurance company will let my son keep his very reasonable NY insurance as long as his vehicle is registered NY. Since the laws in CA will not allow him to register to NY state, he will have to find another insurance company and pay much higher rates. Just trying to save him time and money.

My son also is stationed in San Deigo and just recently purchased his first vehicle. As Hoppi advised, have him talk to the LPO or Chief prior to purchasing a vehicle. My son learned hard way and we went through such a mess with his vehicle. The dealership had him sign the paperwork to purchase the vehicle (and even let him drive it off the lot) BEFORE he was even approved for the loan! He was denied a loan for the amount they were asking for the car, and the dealer basically told him he would give him one week to either obtain a loan or come up with the entire amount for the car!! We (more like I) had to come up with the balance for the amount not covered by the Credit Union. As far as the registration and insurance, he had to have his car registered in CA and he found insurance through the Navy at a decent rate!
