No, once a Sailor is out of Boot Camp (BC), the Sailor is permitted access to his cell phone when not on duty unless the Sailor is under restriction for some reason. There is A LOT that is fishy with the story.
How old is he? He would need to be at least 22 (or close to it) to be on his second enlistment. If he actually was in the Navy, then he would not have Leave from September to June. Sailors only have 30 days of Leave per year.
Perhaps by "re-enlisted" he meant that he had previously been in DEP or maybe even had gone to BC and was separated for some reason.
It appears that this person may be in BC, if he is even in the Navy. It would be best to forget him and move on. He doesn't sound like someone you need to be around, nor someone who upholds the Navy Creed.
Somebody may have called the Sailor due to the inquiry and he then let his mother know.
Electrician's Mate (EM) does have "A" School in GL, "A" School is around 18 weeks.
What you have posted this time is a little less fishy, but still suspect. There are several ratings that require a level of secrecy and would fit with the initial 6 year commitment. I still think you would be better off to move on and leave him behind.
Pooter, yes, there are pics at MEPS of future Sailors being sworn into DEP and of recruits being sworn in before shipping to the RTC. Some have been able to take pics of the future Sailor signing the initial contract (or reenacting it), but that doesn't often happen.
There are also "A" Schools in GL.
MEPS is a Department of Defense joint-service organization staffed with military and civilian professionals. There are 65 stations in the US. Nothing top secret about it.http://www.military.com/join-armed-forces/meps-process-requirements...
