If his new duty station is in the continental US, they just go with him.  Save all receipts for travel, he will need to fill out a travel claim.  Does he have a sponsor? Call them.  At the very least, he should call his new command and let them know he is arriving with family, will need lodging, and possibly ten days of house hunting leave (which is not chargeable leave at all).  Does he need a pack out of household goods?  That should have been arranged at A school!  Wow.  It still can be done, but will require someone with a POA to oversee the packing.  PPO (personal property office) should be able to help him, or begin on move.mil.

If he is being stationed overseas, including Hawaii, his family will need to stay put until he checks in and can begin the command sponsorship process for them.  A completely different scenario, and if he is not yet an E-4, the family might not be able to go at all.
