My son left 3/15 and I have yet to receive the form letter let alone a "real letter."

As to A school phases, it really depends on the base they are stationed at. But you should be able to visit them anytime they are in A school, just keep in mind they have days that are considered "duty days" where they may have watches to stand and chances are wont be able to leave the base. You will want to coordinate with your sailor as to when is a good time for you to come up, weekends are the best since they are in school during the week.
When "Phases" are discussed, it pertains more to the restrictions placed on your sailor. Such as Phase 2, they are allowed to stay off base on the wkends, wear civilian clothes, drink (if of age) and go off base during the week. Phase 1 is no civi's, no drinking, off base only on wkends, and they have to be back in the ship every night by 2100 (9pm). These aren't the only phases but these are the 2 phases most sailors will be in. Now these are only the rules on my base, i don't know about bases in say San Diego, or Florida.

Depending on how many divisions they have in the same phase of boot at the same time will depend on how many graduate at once. it could be as few as 7 or up to 14 divisions. with 7 divisions graduating, the ceremony is about 1.5 hrs, with 14 divisions i'm guessing at least 2 hrs. it is recommend that you get to the hall early and get your seat or you wont get a good seat. if you have small kids, bring coloring books and toys to occupy them. i suggest finding out from your recruit where their division will be standing in the drill hall, they will know this by the time they have their first Drill Inspection. it would suck to be seated on the total opposite side of the drill hall from your SR division. Hopefully they have construction done on the hall and you will get to see your SR division parade in front of the stands.
