I don't know about Okinawa. My Sailor was in another part of Japan. We found that having him have a Skype account worked well for us. He was able to call any number (landline or cell phone) in the US for $2.99 a month plus taxes an unlimited number of minutes. If we needed him to call us, we would leave a message for him on Skype (the free version) or in a message on Facebook. We did it that way because his Skype was always open and we did not know if he was on duty, sleeping, or free to talk. That worked well for us when he was on two other continents from me for 4 years and we continue with that now that he is on the same continent when in port. Skype and Facebook have really kept us in touch. The time difference was interesting when he was in Japan. He has a local phone number through Skype that we can call if needed and I have had to call that in an emergency involving his dad and then I called Red Cross to set up having him come home and they are great. I hope you never have to do it, but it works if needed.

Yes, your Sailor may have enough leave built up that he can go home before reporting to his first duty station. If he went home after "A" School he probably won't be able to, but if he didn't then he can if he chooses to and he should do RAP duty with a recruiter to get credit for 5 days of leave once he gets to his next command.

You or your Sailor will have to pay for transportation for any leave he takes. He earns 30 days of leave a year. You and your Sailor will figure out when it will work for him to come home. My Sailor was going to do Space A travel one time and we ended up buying tickets at the last minute when he was bumped and would not be able to fly for another week. Some are able to make that work, but we have decided not to try that again because it is very unreliable.
