Always keep Navy Operations Security in mind.  In the Navy, it's essential to remember that "loose lips sink ships."  OPSEC is everyone's responsibility.

DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.

You would need to get Power of Attorney for him, in order to make any business transactions or make medical decisions or get any information about him.  We did this and I'm also on his bank Account.
Well once you child is 18 they are a legal adult and you are no longer privy to any information unless they tell you. Even if they are on your insurance, I always fill our HIPPA information so my mom can read it or get info if she needs it.

Rights?  Not really sure what you are asking about besides the POA that was talked about already.

I think "rights" was simply a poor word choice. But yes, without a POA and a Living Will/HIPPA etc., parents aren't going to be in the loop legally. You no longer exist to the Navy unless the paperwork says so.
Discuss whether or not you need access to his bank account, or if he will simply set up a new account through Navy Fed. If he has bills, do not count on the first paycheck being large, or timely.
Rights as a Navy mom? Hmmm nope nadda unless your kiddo wants you to have them then they can give yout he POA that was already mentioned. Other wise I hate to say it but you dont matter in the eyes of the Navy. Heck honstly spouses barely matter in the eyes of the Navy some days :)
