I am passing your discussion on to Angie and to Anti M. I am sure they will be able to answer your questions.
They CANNOT deny your tricare if you marry. That is a scare tactic and a damn lie. Also, he may get punished for disobeying the rules, such as set back to phase one liberty, but the Navy absolutely CANNOT deny a sailor's request to marry (unless he is underage). I suggest he push harder and higher up his chain of command. His "person in charge" also has a boss, your sailor can talk to them also. His chain of command is NOT supposed to sit on his chit like that, they are supposed to get it signed in a timely fashion. He needs to ask who has the chit at this point and why it is "stalled". There is NO GOOD reason to stall the marriage and health care of his child.
They cannot bust him, and if they try, I'd have him ask for a Request Captain's Mast and he can tell the CO about their little games.

FYI I was an ET1 in the Navy, so he knows this isn't just some random civilian with an opinion.
I am going to guess that this young Sailor hasn't been very up front with his chain of command about what is going on. As if the Chain of command new what was going on I know they would do everything they could do to assist this young Sailor. Feel free to message me and add me as a friend so I can assist in getting this corrected.

There is something wrong with this, something really wrong.
You should get married. My husband and i were married before he left for boot camp. BUT his recruiter told him NOT to get married or he would be punished and could be kicked out! His recruiter transferred out of the office and a new one came in and took over.. and my husband told him we were getting married.. and he said it was no problem.. and we got married in court that week! we had our ceremony 10 days before he left for boot camp. I know its not the same as your situation, but i really feel like you should just go ahead and do it.
Your child and you deserve to have health care! They cannot deny you of that! i have NEVER heard of you not being able to get tricare. I know he wants to follow rules, but he has to understand the amount of money this is going to cost him out of pocket! You really need to talk to him! Have YOU tried calling navy legal? I called GL and spoke with 'kevin' with an issue i had, he was VERY helpful !
Legal can not legally assist this young women unless she was married or if she already had the child and was seeking child support.
