I would guess that Washington state is his home port and that is why he is processing out there. My guess would be about 7 to 14 days after he gets state side

new jersey  we are from and he is going right there after he leaves japan, so he will only be there for 7 to 14 days? i just dont see why he cant process out closier to home

He musters out at his home port he is not stationed near NJ that is just the way it is.

The Navy flys him to the closest port from his overseas station. Which in this case is WA state.  He is required to be state side to do all his processing paperwork.  NO everyone does not go to WA state to process out.

After he has done all his paper work the Navy will move him anywhere in the USA, so they will pay to move him to the East coast if that is where he wants to move to.

Talk to him about if he is taking terminal leave, and when his lat day in the Navy is (Last day for retirement is ALWAYS the last day of the month)

He has 65 days leave plus his 20 he was going to come to New Jersey first but said he would rather leave Japan and go right to Washington state and process out will they allow him to go right from Japan to Washington?
