So I received my husbands phone call yesterday and he was telling me that he will be paying for his uniforms around $1,600.00. That will be deducted from his pay. His recruiter never mentioned any of this. Is this true, how does this all work out?

What he didn't tell you is that a uniform allowance is first put into his pay, then the cost of the uniforms is taken out. Its a wash. He will continue to get an annual uniform allowance to cover  uniform replacement due to regular wear & tear.

My biggest concern is making the rent for July , I don't know when he will be getting paid and what kind of income to expect because of the uniforms

Only the first check is small, the rest are pretty much what his base pay will be, minus taxes (state and federal).  If he is near the end of boot camp, you should be seeing your housing allowance, BAH, in a lump sum from day one, very soon.   After the first large payment, you will see each half of the BAH in each check (they get paid on, or the working day before the 1st and the 15th).

Put your zip code into the BAH calculator, and you can see what the (tax-free) BAH is for your zip code.

It is not the uniforms which ding that first paycheck, it is the incidentals (underwear, running shoes, toiletries, stamps, etc.) they charge at the NEX when they first arrive.  They all have to have the exact same stuff, so they are required to buy it there rather than bring it.  Also prevents guys smuggling stuff in, which was a problem in the past

The Page, When Will the Recruits be Paid? and Information for Spouses, has important information for you. His first pay will most likely be deposited on 06/13/2014 (the 15th is on a weekend) since he will not have been at the RTC 3 full weeks on the next pay day (05/30/2014 since the first is a Sunday). His first deposit may be larger than later deposits since it will be his pay for nearly one month due to arriving so soon after a pay day, but the items for his ditty bag and sea bag will be deducted. BAH may be included or may not show up until later.
