Always keep Navy Operations Security in mind.  In the Navy, it's essential to remember that "loose lips sink ships."  OPSEC is everyone's responsibility. 

DON'T post critical information including future destinations or ports of call; future operations, exercises or missions; deployment or homecoming dates.

Shelli, That was so well written. How's the knee coming? I feel like I have been a "lurker" on the site. My son has been on T-Track waiting for his security clearance so I have had nothing to add to the group. Today we got good news, he should get his clearance in 2 weeks and then Power prep and then start Power School. FINALLY! He has enjoyed the break but is ready to get on with it. He didn't have any issues to hold up his clearance, something about paperwork from his recruiter getting lost. So soon we'll be back to cheerleading for him and sending mom's cookies more often. Pat

P.S. We didn't get the message till last night - but we have had the Navy training in 'wait and hear' as well as 'trust and obey' (that is a hymn by the way)! Funny things you learn while waiting for news. Thank you for asking, that warms my heart especially when the doubt starts to creep in!

Dawn, if she is not selected for advancement to E-5 this round, she will have to take the test again next session. The good news is each time she passes it, that's more points for next time. All depends on how many new E-5s are needed, not how many pass the test. And advancement is announced several months after the actual tests. Never depends on simply how long they have been in; I knew E-4s who had far more time in rate than I did and I advanced far more quickly than they did. I had better test scores, and better evals.

Striker does not apply to nukes. They do need to complete the petty officer course, I think, but I don't remember. Hoppi would know.

E-4 is guaranteed for the nukes, unless they can't get through A school. Unusual, A school isn't that hard.

Advancement hinges on evaluations, the exam, time in rate, points for awards, points for passing the exam the last time but not advancing, plus required courses. Then there's how many of which rate and rank the Navy requires each cycle. Some years it is easy to make rank, some years it is more difficult.

I don't remember much about the star re-enlistment, it has changed since I was in.

An E-3 can make E-4 one of several ways. The first is to go to A school and be awarded the crow on successful completion of the school. That's how I got mine, a push button crow. Nukes are push button crows. The "crow" is the eagle on the insignia.

Next is to take the petty officer exam which is offered twice a year.

Third is to become a designated striker and receive on the job training. This option is not available for every rate and I am not familiar with the process.

A command may also CAP (Command Advancement Program) and advance a certain number of deserving sailors. I've only seen it happen once when we chose an E-4 to advance to E-5. He was remarkably squared away and showed great initiative.

As usual, Hoppi can tell us if I've given incorrect information.

The Commanding Officer (CO) / Officer In charge (OIC) recommendation is the most important navy advancement eligibility requirement, and the sole source for that recommendation is the member’s most recent evaluation report. This recommendation, however, can be withheld or withdrawn, should circumstances warrant (a CO’s mast, for example).

Next, to be eligible for promotion consideration, the sailor would have to meet the minimum Time in Rate (TIR) requirements for promotion to the next paygrade:

• Petty Officer Third Class (E-4) - 6 months TIR
• Petty Officer Second Class (E-5) - 12 months TIR
• Petty Officer First Class (E-6) - 36 months TIR
• Chief Petty Officer (E-7) - 36 months TIR

Additionally, for promotion to the grade of E-4, Seamen (E-3s) must first be “rated”, either by having successfully graduated from the "A-School" (job school) applicable to their rating (job), or by becoming a “designated striker“; having significant skills gained on-the-job training (OJT) experience, coupled with rate change authorization from Naval Education and Training Professional Development and Technology Center (NETPDTC).

Before an E-3 can be advanced to E-4, they must complete the Petty Officer Indoctrination Course.

For promotion to E-6, Petty Officer Second Class's (E-5s) must first complete the P02 Leadership Training Course Continuum. For promotion to E-6, eligible E-6s must complete the P01 Leadership Training Course Continuum.

Before an E-6 can be frocked or advanced to E-7, they must first complete the Chief Petty Officer Indoctrination Course.

I spent enough time on active duty to know I'm right on this one. No way to get E-4 before boot camp or even in boot camp. Must have the training for the rating. Maybe there was a misunderstanding with the recruiter. That can't happen, can it? LOL!

Gayle, in order to become an E-4, the sailor must attend A school or strike for and test for the rate. Just doesn't sound possible. An E-3 can be undesignated, but not an E-4. No way to go to boot camp as anything higher than an E-3.

Nukes are in an accelerated pr0gram, they can achieve E-4 before completing all of A school.

Hi Becca,
In your question, you asked about Power School. I suspect my answer still applies, for the most part (to Power School, that is). "A" School and (Nuclear) Power School are very different. "A" School is a good deal easier than Power School, and you're right - the rates are separate (though they have combined ETs and EMs for the first part of "A" school). "A" school simply teaches the basics of the ET, EM and MM rates, with a little bit of background in nuclear application. The real training starts with Nuclear Power School, where 90% of the curriculum will be the same for all three rates, and the remaining 10% specialized by rate.
