OPSEC - Navy Operations Security

I'm a little concerned by what my son said he needed.  Here's the story. He called me today and said he needed me to get him the following.  His Credit Report, 6 months of all his bank account statements. 6 months of his credit card statements and any bills etc he has. When I asked what the heck he was doing he said he needed to apply for BAS..Basic Allowance Subsistence.  Here's where is gets hard to explain so hope this makes sense.  He only and E2 and lives on base. However, he works at an off base site that's about 30min away and can't get back to base to eat. Seems he's not allowed to eat at the cafeteria there so therefore has to spend his own money for lunch. It's very expensive like $10 for 2 pizza slices. If he were on base he'd use the Galley and that expense comes out of the normal food allowance  the military get.  But since this site doesn't have a...Galley...he needs to spend is "own" money.

My question/concern is why would he be required to submit all this personal information to get lunch money? Now that sounds dumb doesn't it... His superiors know where he works...he's not the only military person there..they know the cafeteria situation etc.  Does this seem legit?

I hope this makes sense.  I don't know when you eat at a Galley or whatever on base food facility they have  how that money comes out of your normal food allowance. Do they swipe there Id or something??  So I guess however one would...pay..for meals at a galley he can't use that same method at this off site facility. So he's asking for BAS to cover this expense.  

Doing my best to try and explain.  Just makes me upset that these guys don't automatically get assistance in situations like this. They don't have a choice where they work.  He as a food allowance he can't use..makes no sense.

Any light you can shed on this would be great.  Sorry for the confusion.

I maybe wrong but it sound to me that since he is working off base site they dont accept the way the Navy Galley does so he now has to prove he needs the assistance. It is perfectly legit or the Navy wouldnt ask for it. This way he gets his money back for eating where he does. This is my interpetation of what you are saying.

Whew, yes you understood what I was trying to say.  The thing that gets me is "they" know how much he makes he's only an E2 and hasn't been out of BC a year yet. So to need all this financial stuff just seems a bit extreme. I worry about identity theft it's not like he's asking for a mortgage. it's a few buck to cover the cost of lunch. 

My husband is also a CT and he is one of his Command Financial Counselors, so he frequently reviews budgets, credit reports, etc with Sailors.  I showed this post to him and he said that yes, this sounds a bit excessive to get BAS, but that it sounds like there's some confusion between the parties involved as to what is needed. 

Typically, at most commands, to get BAS they only have to demonstrate / prove that they have a need for it.  But, they might have had a problem at their command in the past with Sailors getting BAS and then not being judicious with using it, and instead of using it to buy meals, blowing it on video games or going out to eat all the time or etc, and then running out of money before it's time for the next payday.  Because the thing is, he can either eat for free in the galley, or he can get BAS.  Even though it sounds like lunch is the only meal where there's an issue, it's an "all or nothing" sort of thing.  So, if he's collecting BAS, then he won't be able to get free meals at the galley.  (He can still eat there, but he will have to pay for it.)  So, they MIGHT (I don't KNOW that this is the reasoning), be wanting to make sure that he's going to be responsible with the BAS and use it for for food. 

Honestly though, if it's really that expensive for lunch, even if he gets his BAS, I would strongly encourage him to buy stuff to pack lunches, and take them in, because BAS is only $348.44 a month, and as I said, they will expect that to cover the cost of all of his meals, for the entire month... 

Good luck, I hope that he's able to get this squared away, either with getting his BAS or getting something worked out with his lunches! 

Thanks for the information. In this day and age you need to be real careful with your financial info and when he told me what he need and why..a red flag went up for me.   Wow, they'd take away what he has now? gosh. just seems wrong to take away his "free" meals at the Galley just because he's having a lunch issue. To me it seems just give what little extra he'd need to cover lunch.  This seems so trivial too it's only lunch for pete's sake.  He does bring stuff in he but still it's out of his own pocket.  He has an "allowance" that all military get now that includes lunch but the...can't...use the lunch part.  So it's money being given up that the military gets to keep.

I hope it works in his favor.  I just texted him this morning to have him ask his LPO (as that's who he said requested this info) again why all the financial stuff. You can't be too careful and he's not one to question even when it sounds strange. 

I talked to my Daughter in law in Okinawa today and she said my other son never had to submit all this when requesting assistance and they've gotten a lot. This was both before they left and since they've been there.   Unless because he's over seas it's different.  

I think all married sailors get BAS because they go "home" and eat meals there. My married sailor has to pay for all of his meals from his BAS and has to pay when he eats in the galley. And it is "all or nothing" from what I understand, BAS you pay for all of your own meals or no BAS and you can eat in the galley free. Now that he is assigned to his ship, but yet to deploy, I don't know how it will work.

I think I would question the $10 for two slices of pizza as well. Must be some mighty fine pizza! I'd have to agree that taking his lunch and expensing that might get them to ease up a bit.

Actually, 2 slices of pizza for $10 is a bargain in Japan.  He should feel lucky.  

The reason they are making him jump through hoops is they want to make sure your son is responsible.  What the Navy doesn't need is bad press about some sailor that decided to spend all of his money on stereo equipment instead of getting a good meal.  Can you imagine if he was labeled as malnourished?  The newspapers would just dog the Navy by "Not taking care of it's troops", when it would be the sailors own fault.  

If I was his LPO or Chief, I'd make dang sure he was responsible too.  I wouldn't want to be the "Fall guy" for someone that could jeopardize my career.  It's all about making sure you can trust the sailors who work for you.  Lets face it, he's an E2, he hasn't earned the responsible "check mark" yet.  

If he was approved, it looks like he would get his BAS, along with his Barracks Cola (ie he lives in the barracks and only gets BAS).  ($384.44 + $300.44)

btw:  If you were a young adult and someone was going to pay you what basically is a car payment ($684.88), wouldn't you think of the nice car instead of the food?  I would.  Hot cars brings hot gals.  A hot turkey sandwich doesn't get you too far with a hot gal.   

The son that's having the issue isn't overseas he's here.  What's barracks cola?

Here is where?  Here are the official rules for CONUS COLA.  Look at item #20 on the FAQ, and in the other sections.  

The same rules apply, he must prove that he is responsible to receive the Cola....

That is how the process works, sence he lives on base he doesn't get "lunch money" as you said.  When he gets the money than he will NOT be allowed to eat for free in the galley at ALL.  They don't just give them a part so they can eat one meal a day out in town...that isn't how the funds work. 

 

So yes the people he works for wants to check out all the info to make sure he isn't wasting his money on other things.

 

Sorry to say, but it really doesn't matter what anyone hear thinks...that is the process his command is using and your son has one or two choices.  Provide the required paper work to try and get approved to get BAS or not get it. 

 

Per the insturction he doesn't qualify for it, and technical he could ask the galley he can use, for a bag lunch and eat that vis spending the money to get pizza ever day for food.  If I was his Chief I would require him to get a bag lunch, so that I know he could still eat breakfest and dinner for free in the galley.  Sounds like whomever is his boss is being nice even trying to get him BAS.
