Thought I'd share on the topic of MAIL. I saw a couple posts regarding (1) holding / withholding mail (in general) and (2) holding / withholding when any zeros haven't been written with a slash mark.
Since I have yet to have a single item hit my mailbox, I did a bit of research. There is no USPS requirement to differentiate the letter O from a zero by using the null sign (zero with the slash). Processing of letters to/from military installations must still follow US Code.
The RDCs can tell our SRs they will hold/withhold mail (play mind games) and they can restrict the opportunity to write (e.g., only on a Sunday); however, if they actually interfere with the mail it is a federal offense. Several actions (delaying, holding, tampering, etc.) are covered in United States Code: Title 18 Part I Chapter 83 (with lots of specific subsections). The statutes cover postal officers, employees, agents, private parties, etc. Penalties are per incident (i.e., per piece of mail) and include both fines (up to $250,000) and prison of up to 5 years. In addition, the USPSOIG can also investigate and prosecute on misconduct (including mishandling of mail).
In addition, the MPSA (Military Postal Service Agency, a branch of USPS) website reflects an image of an address label for military delivery and NO "null" has been substituted for zeros.
So, while I find the lack of communication a tad on the distressing side, I have some assurance that holding / withholding mail should not be the source and the "zero" issue is more likely to be (1) more control games or (2) ensuring an SR's potentially poor handwriting skill does not interfere with communicating an address.

lorimc: They usually know what day they will leave about a week or more before PIR. But they won't know actual times (flights) until day before PIR most likely. Lowered numbered divisions get orders first (complete BattleStations first).

Jessica: Nice to meet you, glad to have another person on here helping us all out. It really has made this whole process 10x's easier (at least!) I do not know where I would even be right now without all the support/help that we have been given. :)
I heard it varies.. Dunno for sure myself, I have gotten answers though that they may find out about halfway through or the day before PIR. :(
And Forever, that is what I found about phase 2 liberty.. not sure if it would be right or not.
Phase II sailors have been at the school for an average of 2-6 weeks. They can wear civilian clothes and they can go off-base - only with a liberty buddy. They are not allowed to stay out overnight.
